Homeowners press Parma council over Pheasant Run construction issues and airport water billing

Several members of the public used the June 9, 2026, meeting to press the council about neighborhood and utility issues.
Donna Miller, a Pheasant Run homeowner, told the council she did not receive the subdivision covenants, conditions and restrictions (CCRs) and had to obtain them from the county. She reported construction problems including a lost set of keys that required rekeying, appliances that are not working, high iron in the water, and soil/clay settling under newly seeded yards. Donna said the builder would not release HOA information to residents.
Brent (of Oregon Trail) said he had called to have his airport water turned on; after the city turned the water on he received a large bill because a valve had been left open on his property. Brent asked the city to assume responsibility for the bill; Public Works Supervisor Dustin Riggs said the valve in question is on private property. Treasurer Jacob Qualls invited Pheasant Run residents to meet at city hall on June 15 at 9 a.m. to review options.
The council recorded these concerns in the minutes and no formal council action was taken at the meeting aside from the invitation to meet with the treasurer and staff for follow up.
