Staff emphasized that the PPRC recommendation is not a condition of approval but remains a topic for commission deliberation and possible council consideration.
Commissioners and staff noted the city is updating its pathways and trails master plan; practical placement of a greenbelt will require easement acquisition from state or other landowners and further feasibility work before any mandatory condition could be written.
