Neighbors urge denial of Wellspring over floodplain and wetlands risks

During the public hearing a string of neighbors and stakeholders urged the commission to recommend denial of the Wellspring Subdivision because of flood risk, wetlands, water-supply failures and traffic safety.
Kendra Kenyon, executive director of the Idaho Foundation for Parks and Lands and a resident across the river, urged denial on four grounds: the site lies within sensitive wetland and riparian habitat; the floodplain poses hydraulic and engineering risks; existing water infrastructure is inadequate (neighbors' wells have failed); and State Street / Linder Road cannot safely absorb additional traffic. She told the commission, "I respectfully urge the planning and zoning commission to deny all components of this application." Her statement cited state park investments and ecosystem values.
Other nearby residents described the 2017 flood and ongoing high groundwater. Jacob Klein said staff confirmed that "80% of buildable lots lie in the Boise River floodplain" and warned flood mitigation on-site could push water into adjacent neighborhoods. Multiple speakers asked the commission to delay action until independent third-party hydraulic reviews and more robust infrastructure assurances are in the record.
Commissioners acknowledged the neighborhood concerns during deliberations; several asked staff and the applicant to ensure engineering analyses demonstrate no off-site impacts and that federal/state permitting will be secured before construction.
