Commission reviews draft bylaws; members debate size, terms and remote attendance

Town manager Matt told the commission he located a draft set of bylaws on the town network that had never been formally adopted into the town ordinance. "We actually, in in the, ordinances of the town do not have a planning commission, by law," he said while introducing the document as background for the commission's discussion.

Members reviewed the draft line-by-line. Commissioners recommended editorial corrections (for example, change references to "Commonwealth of Virginia code" to "Code of Virginia") and debated substantive choices: reducing the authorized commission size from seven to five to ease recruitment; shortening or splitting four-year terms to two or three years to allow greater turnover and more frequent reappointments; and including staggered initial terms so that the entire commission does not turn over simultaneously. Several members emphasized that appointments and some term-setting ultimately rest with the town council, so draft language should recognize council authority.

The commission also discussed adding explicit remote-attendance provisions, mirroring language used by the town council — including disclosure of location and limits on frequency — and debated whether remote participants should be permitted to vote. The group asked staff to prepare an updated draft and to consult the town attorney about placement of term and appointment language and closed-session notations for minutes. The commission agreed to circulate a revised bylaws draft for review before the next meeting.
