ACIMAC updates council on neighborhood rehabs, demolitions and sidewalk bid challenges

Eric Luchansi, representing the Accomack–Northampton Planning District Commission, updated the council on the Northeast neighborhood revitalization grant. He said the project has rehabilitated 15 Watson Street and is working on multiple other rehabs and demolitions; he noted electrical upgrades to prevent fires and challenges finding contractors.
"To date, we've rehabilitated 15 Watson Street," Luchansi said, describing full structural and systems work on that property. He reported ongoing work at 30 Boundary and 5 Spady Lane and said the project team has rebid some scopes to secure new contractors. He also said the original 2020 grant budget was based on $25,000 per rehabilitation and has been revised to reflect costs that rose between 2020 and 2025.
Luchansi said the grant administrator recently granted an extension to July 6 conditional on completing five rehabilitations and four demolitions; he outlined a five-year forgivable lien structure on rehabilitated properties and said some former repayment requirements were removed in 2022. Councilors asked for budget details and copies of bids; staff agreed to circulate materials before the next meeting.
