Council referred application SUP3-2026 to the planning commission for review and recommendation after staff and Councilmember Shaw described the proposal for the existing Rite Aid site. Shaw said the applicant proposes dividing the building into three bays with a traditional gas station and store at the front and a drive-through car wash in the middle, both uses requiring special-use permits.
Councilmember Hahnem moved the referral and the motion was seconded and carried by voice vote. Council directed the planning commission to consider the special-use permit requirements and return a recommendation to council following its review.
