Council adopts TIF designation for parcels including Wickford Woods Apartments to allow future infrastructure funding

Councilmember Bryony explained Ordinance No. 98-2026 would establish a tax-increment financing area covering parcels that include Wickford Woods Apartments and the nearby Lutheran Church property, allowing the city to collect service payments into a tax increment equivalent fund to support public infrastructure should redevelopment occur. "We will continue to make the schools whole," Bryony said, noting the local school board had passed a resolution waiving its 14-day notice requirement and had no concerns.
Council introduced the ordinance by title and adopted it as an emergency measure by voice vote. Staff said the designation would not itself create immediate development but would allow the city to take advantage of potential growth and provide funding for needed infrastructure improvements if projects move forward.
