Joe Shaw told council the deal included a warranty deed, a temporary construction easement and work to remove a horseshoe driveway; "So $43,200 was the agreed upon price for that that includes the permanent right away and temporary construction easement," he said.
Council moved and approved ordinance 94‑2026 as an emergency measure, appropriating $43,200 from the capital improvement budget to purchase the parcel from John M. Dunigan and Theresa M. Dunigan. Staff characterized the purchase as a known expense in the capital plan and recommended approval; no objections were raised at the meeting.
