CAC urges Town to consider CHIPS funding for culvert replacements identified in 2019 plan

The CAC discussed culvert funding during the March 20 meeting after Amy Davidsen reported speaking with David Orr of the Cornell Local Roads Program (NYS LTAP/CLRP). David Lewis told the council that CHIPS (Consolidated Local Street and Highway Improvement Program) funds can be used for culvert replacement and recommended prioritizing CHIPS because it is a more certain funding source than competitive grants. Amy agreed to draft a CAC letter to the Town Board recommending that approach.
Gretchen Stevens agreed to explore grants from the New York State Department of State and the Hudson River Estuary Program that could supplement local CHIPS funds. The minutes note Hillsdale’s 2019 Road Stream Crossing Management Plan identifies four highest‑priority culverts, making the town eligible for certain grants; Gretchen will research availability and next steps.
