Sewer district faces short-term debt as rehabilitation estimated at about $478,000

Town leadership told the board the sewer district’s current available cash is low (about $19,000) but an expected $78,000 reimbursement and incoming grant reimbursements should restore balances. Chair thanked state legislators Michelle Hinchey and Didi Barrett for recent grant support, saying they had secured additional funds for the district.
Chair said CPL’s estimate for rehabilitation is about $478,000 (which includes a contingency). Board members discussed that while the immediate capital work would remove several major vulnerabilities, the town may still face higher maintenance costs and will likely need a short-term bridge loan; state law requires sewer-district loans to be repaid by year-end, so staff will engage the county/state to manage timing and terms. The board agreed to pursue periodic billing (EDUs) and to revisit EDUs and the October budget for ongoing rates.
"They gave us 300 this year," the chair said of named legislators who provided support. Board staff noted a later flow-monitoring study estimated at roughly $36,000 would still be needed for a complete diagnostic before long-term plans are finalized.
