Finance Director Steve Presley described Ordinance No. 71-26 as the first procedural step to establish the City’s operating plan for fiscal year 2027. Presley said the ordinance requests the County to collect 6.95 mills for city purposes, which includes 2 mills for the Library as a pass-through. He clarified that this tax budget does not include any operating levies the City had foregone with prior income tax changes and that no operating levies are proposed for 2027.
Presley explained the mills requested cover the General Fund, Police Pension Fund, Parks and Recreation Operating Levy, the Street Improvement Levy and the Library appropriation. Council raised no questions during the work session; the tax budget will follow the statutory county and budget procedures.
