Council considers conveying Stone River Drive to Lorain County Metro Parks for trail access

Law Director John Gasior described Ordinance No. 69-26, which would authorize the Mayor to convey Stone River Drive to the Lorain County Metropolitan Park District, saying the stub road was never going to be extended and that conveyance would allow the Metro Parks to control access and maintain the road in perpetuity. James Ziemnik, Director of the Lorain County Metropolitan Park District, told Council the former Resar parcel could accommodate roughly 11 parking spaces and would provide ingress and egress directly onto Stone River Drive rather than onto Mills Road to minimize conflicts with pedestrian traffic.
Ziemnik outlined a trail vision linking the donated wetlands and the former Bob-O-Link parcel through the golf-course boundary, crossing a tributary to French Creek via a bridge and connecting to the existing trail network. He also noted that Ohio Revised Code Chapter 1545 constrains Metro Parks’ ability to ban e-bikes outright and described the practical challenges of enforcing e-bike speed and access policies while emphasizing access for people with mobility limitations.
