Ordinance No. 68-26 extends a temporary moratorium on accepting applications for car washes and self-storage facilities while staff refines potential regulatory approaches. City Engineer Ryan Cummins and Law Director John Gasior said the Administration prepared a map of existing facilities and is reviewing recent ordinances in Parma and Brook Park to determine appropriate limits tied to population, proximity, or zoning share.
Councilmember Michelle Patton supported the general direction and outlined three possible regulatory approaches: a proximity-based restriction (for example, preventing a new facility within a defined distance of an existing one), an absolute cap on the number of such facilities, or a percentage-based restriction applying within C-4 zoned areas. Gasior said staff is examining all options and will return with recommendations.
