Law Director John Gasior provided a historical overview of Ordinance No. 67-26, which extends the City’s temporary moratorium on short-term rentals, boarding houses and similar uses. He said the Administration is awaiting action on a pending Ohio House Bill that could affect local authority and referenced a Bay Village Airbnb incident and a local New Year’s Day incident about three to four years earlier as key catalysts for the City’s original moratorium.
Gasior noted enforcement challenges: properties remain listed on platforms such as Airbnb and VRBO, and distinctions between allowed bed-and-breakfasts and prohibited short-term rental operations can be ambiguous. He said if Avon chooses to permit short-term rentals, a licensing framework would likely be needed and that unregulated rentals could affect municipal income tax revenue. Council raised no questions at the work session.
