Resident urges county action on bright greenhouse lighting, questions enforcement of cannabis-era ordinance

Charisse Degray, a Royalton Township resident, told the Pine County Board during the public forum that a local greenhouse operator had replaced lighting and now violates the county—ode requirement that new or remodeled greenhouses block light from dusk to dawn. "There's a specific part of that ordinance, 2.10.2(d), that says if greenhouses are remodeled or new ones built, that they have to have the dark shades to cover that light from dusk to dawn," Degray said.
Degray said the operation has undergone changes she called remodeling that exceed her township's 25% threshold and that neighbors who approached the operator received inconsistent responses. "Why do we have to go and see what his plan is? For one thing, he's guarded by a whole fence there," she said, urging the board to clarify enforcement responsibility. The board acknowledged the complaint and the broader question she raised about whether county enforcement of cannabis-related ordinance provisions extends to zoning matters; commissioners did not take immediate action during the meeting and directed staff follow-up on enforcement steps and the relevant ordinance language.
