Finance Director Steve Presley presented the Administration's supplemental appropriations ordinance (Ordinance No. 77-26), outlining line items across funds. In the General Fund Presley listed a $230,000 transfer to Mills Road Paving Fund No. 440 (Avon's share of the cooperative resurfacing), $225,000 to the SR-611 Urban Paving Fund No. 429 to begin engineering for that corridor (noting state funding availability), a new part-time Construction Manager position at $50,000 with associated OPERS ($7,000) and Medicare ($725) costs, and $50,000 for architect/engineering work related to Council Chambers renovation. Presley stated the total General Fund increase was $562,725.
Presley explained the Economic Development Fund would include $150,000 for building improvements covering renovation of the Jameson House, relocation and renovation of a donated rail car, and restroom construction to make the second floor usable for Recreation Department purposes. He said the total appropriation increase across funds was $1,167,725 but noted a portion reflects double-counting due to internal transfers. Mayor Jensen tied the Construction Manager position to the second Fire Station construction project and invited Council to tour related facilities ahead of the July 13 meeting.
Council asked clarifying questions about timelines and specific uses. The ordinance remains under consideration; no final vote recorded at the work session.
