Mayor Bryan Jensen and City Engineer Ryan Cummins said the City plans to partner with North Ridgeville to resurface Mills Road from Stoney Ridge Road to the Westlake municipal boundary during the current construction season. Jensen said the City will perform contracting, accounting and engineering and will bill North Ridgeville for its share, and that a companion item was expected on North Ridgeville's agenda the same evening.
Cummins presented Resolution No. R-11-26 to advertise for bids now so the project can proceed on schedule; he said bid awards will return to Council once the intergovernmental agreement is executed and acceptable bids are received. Council Member Scott Radcliffe asked whether sidewalks were included; Mayor Jensen confirmed the cooperative agreement covers asphalt resurfacing only. Finance Director Steve Presley told Council of a corresponding $230,000 transfer to the Mills Road Paving Fund to reflect Avon's anticipated costs for the work.
No final contract award or vote occurred at the work session; advertising for bids is the action authorized in principle. The Administration anticipates construction starting shortly after Labor Day if agreements and bidding proceed as planned.
