Avon moves to remove industrial overlay along growing Cleveland Clinic corridor

Planning/Economic Development Coordinator Pam Fechter told Council that Ordinance No. 74-26 is designed to remove the M-1 General Industrial overlay from a stretch of about 95.24 acres along the corridor by the Cleveland Clinic and GetGo at Nagel Road and Just Imagine Drive. Fechter said substantial recent development — including Cleveland Clinic expansion, new retail, a jewelry store under construction and an upcoming daycare — makes industrial zoning inappropriate for that segment.
Fechter said the Planning Commission voted 3-0 to refer the ordinance to Council. The Administration's rationale is to formalize what staff said has already been occurring in practice: the majority of applications in that corridor do not propose industrial uses. The ordinance's first reading is scheduled for July 13, and a public hearing is set for September 14, 2026. Council did not raise additional questions at the work session.
