Council extends several emergency measures including policing and worker‑safety rules

The Council unanimously approved a set of emergency declarations and underlying temporary bills to prevent statutory gaps while permanent provisions and funding remain in flux.
Councilmember Allen moved a technical emergency to extend provisions tied to policing and justice reform that remain unfunded or pending signature; several members expressed concern about repeated successive emergency renewals and urged a permanent resolution. The Council then approved an emergency extension of an entertainment‑establishment employee safety measure that allows certain late‑hour establishments to refuse cash subject to conspicuous notice; one member recorded a no vote on the underlying bill while the declaration carried.
Other temporary measures (including further PSC holdover and policing technical temporaries) were moved en bloc and carried. The Council also scheduled additional legislative meetings in July to take up the Budget Support Act and other items. Sponsors said the emergency extensions are meant as stopgaps while committees and the executive finalize permanent measures and funding arrangements.
