Council extends rental registry data rules temporarily to preserve rent-registry rollout and data integrity

Councilmember Robert White introduced an emergency measure to preserve the integrity of the District's rent registry while the Department of Housing and Community Development (DHCD) addresses technical issues in the public portal. White said the registry replaces an outdated paper-based system and that the system is currently operational though the public-facing portal is still being finalized.
"To correct this, DHCD designed the rent registry to collect current rent and the prior 2 years of rent at registration," White said, describing the registry's intent to create a complete and usable picture of the rental market. The emergency measure clarifies DHCD's authority to collect three years of rent data from exempt properties and to report information about appliances, services, facilities and utilities that are already built into the system.
White said the temporary version expires on April 5 and that staff are working on a permanent fix. The Council voted unanimously on the emergency declaration and the underlying temporary bill was adopted without objection to ensure continuity while a permanent solution advances.
