Chair Phil Mendelson reviewed the amendment in the nature of a substitute and described seven newly added sections. Among the notable changes, the act makes the lead exposure prevention report biennial to reflect current Department of Energy and Environment practice; it repeals a now‑defunct Child Care Bureau that has been subsumed by another office; it revises green and sustainable schools language in light of federal program changes; it removes a one‑time nonpublic placement report; and it gives the state education agency limited authority to issue administrative subpoenas for enrollment and residency investigations. The amendment also requires local education agencies to provide course‑offerings and curricula information upon request for oversight purposes.
Councilmember Parker and others described the changes as largely noncontroversial but discussed the balance between state‑level oversight and LEA autonomy. The Council approved the amendment and then the bill as amended unanimously on final reading.
The Council indicated the engrossed language will be available later this week for review.
