The Bay Village Board of Zoning Appeals approved a variance allowing the United Methodist Church at 29931 Lake Road to install an approximately 735‑square‑foot concrete patio to improve safety and accessibility for elderly congregants.
Church representatives said the existing stone patio is uneven and that a broom‑finished concrete surface will be safer for walkers, wheelchairs and seasonal maintenance. The congregation measured the area and offered landscaping around the slab to reduce a tripping hazard and to help percolate runoff. Board members noted the property already has a substantial impervious footprint (the applicant reported about 65,163.25 square feet, roughly 69% coverage), and that this request represents under a 1% increase in total impervious area. Several board members said that, given the site’s configuration and the limited incremental change, a variance was reasonable if the church adopted modest mitigation (planting beds, disconnecting select downspouts, or other simple measures).
The motion to grant the variance passed on roll call. The board recommended the applicant consider low-cost options such as permeable pavers (which the applicant said cost roughly three times the concrete price) or rain‑capture measures; the church indicated it would explore removing or reconfiguring other impervious areas if needed.
