The Council approved two vendor contract extensions and a broader package of emergency and temporary measures. Chair Mendelson described the two contracts together: a Payman Tech LLC extension for merchant processing with a proposed option value not to exceed $10,000,000 for a performance period from 05/19/2026 to 05/18/2028; and a Fidelity Information Services extension for EBT services with a proposed amount of $5,372,000 for 06/01/2026 to 05/31/2028. Separately, the body approved a series of emergency declarations and corresponding temporary bills including Certified Business Enterprise program clarifications, Volunteer Services verification, probate administration changes, DC Water billing clarifications, personal delivery device weight limits, and a Reservoir District tax exemption measure; sponsors said the emergency items prevent gaps while permanent legislation is finalized. The contract and emergency packages were approved by voice vote or en bloc where appropriate.
