Council carves out telework exemptions for some independent agencies and preserves bargaining rights

Councilmember Allen moved an amendment to exempt the Public Service Commission (PSC) and the Office of the People's Counsel (OPC) from a mayor-approved telework policy, arguing both are independent agencies with existing telework arrangements. Allen said those agencies have “existing and robust telework policies” and should be allowed to keep them rather than be subjected to a mayoral directive.
Councilmember Louis George also offered an amendment that preserved the mayor’s authority to set a government-wide telework policy while clarifying that telework remains negotiable through collective bargaining agreements. Louis George said the change preserves bargaining rights for unions and ensures telework can be a subject of negotiation. The chair accepted both changes as friendly and they were incorporated into the ANS.
