City reports 76.8% completion on FY24–FY26 strategic plan; parks and flood response lag

Staff also reported $1,200,000 in Opportunity Fund loans distributed to downtown startups and $101,734 in business-support grants.
Items that were not achieved or remain off track included park investments (50% complete, impacted by Helene), flood-response ordinance work (delayed pending legislative context), and housing entitlements (ongoing work). Staff said the city will carry unfinished items into the next planning period and continue quarterly updates to council.
