D.C. Council unanimously adopts Fiscal Year 2027 Budget Support Act and emergency declaration

The Council of the District of Columbia voted unanimously on July 7 to approve the Fiscal Year 2027 Budget Support Act (Bill 20-661) as amended and to adopt an emergency declaration to make certain time-sensitive provisions effective prior to Oct. 1, 2026. Chair Phil Mendelson moved the amendment-in-the-nature-of-a-substitute that had been circulated the day before and explained the emergency filing was necessary because of delayed transmission of the budget and several provisions that need earlier applicability.
Mendelson said the ANS contained both technical drafting fixes and substantive revisions developed with the Council’s budget and legal teams. “Due to delayed transmission of the fiscal year 2027 budget and financial plan, it is necessary to pass the BSA on an emergency basis to ensure the provisions are effective as of 10/01/2026,” he said. Members then approved the ANS and the underlying bill by voice vote. The emergency declaration (PR26-758) also passed by unanimous voice vote, and the council moved to conform the emergency bill to the permanent version of the BSA.
The council’s final action included numerous accepted amendments on subjects ranging from telework to inclusionary zoning and pilot programs; the chair thanked budget office staff and counsel for work on the 435-page package. Mendelson announced a follow-up additional meeting scheduled for July 14 at 12:00 p.m. and adjourned the session at 1:48 p.m.
