Tyrone council adopts change to let handbook be updated without code amendment

Council considered a housekeeping change to town code section 2-1-38 and voted to allow the mayor and council to adopt the employee handbook by reference so subsequent handbook revisions need not be enacted by ordinance. Staff said the existing code pointed to a specific handbook version (Ordinance 2009-12), which required code amendments for any future handbook changes.
Following that change, the council voted to adopt the updated employee handbook as presented. The handbook revisions add chapter headers, clarify recruitment and probationary processes, and place hiring authority for non‑police positions with the town manager while preserving the chief of police’s hiring authority for sworn officers. "Nothing in this section shall be construed to create a contract of employment or alter the at-will employment status of town employees," staff noted during the presentation.
