Torrance County OKs steering JPA to study 911 regionalization amid public pleas to keep local dispatch

The Torrance County Board of Commissioners voted to approve a non-binding "steering" Joint Powers Agreement (JPA) to formally evaluate whether a partnership with Bernalillo County for 911 dispatch services is feasible, while emphasizing that the agreement does not commit the county to consolidation.

During public comment, Naomi Chavez urged commissioners to retain a locally operated Public Safety Answering Point (PSAP), telling the board that "local knowledge is critical in a large rural county." She presented a petition signed by residents, first responders and business owners arguing that local dispatchers’ familiarity with county roads, landmarks and responders improves emergency outcomes. Jennifer Steen also pushed for clearer communication with dispatch staff and residents about any potential changes.

County officials said the JPA is intended to structure exploratory work rather than finalize a merger. Fire Chief Gary Smith described the agreement as a mechanism to "evaluate feasibility" and to include dispatch leadership as the study proceeds. Chairman Ryan Schwebach said the JPA would enable a formal due-diligence process and delegated authority to the County Manager to sign the steering agreement upon the Commission’s approval.

The motion to approve the steering JPA passed with Schwebach and Commissioner Kevin McCall voting yes; Vice-Chair Linda Jaramillo abstained. Commissioners and staff committed to involving dispatch staff and improving transparency as the exploration continues. No transfer of operations or final decisions were made at the meeting.
