Commissioners then interviewed candidates for the District 1 vacancy; both Dr. Terry‑Smith and Dr. Stevens outlined relevant leadership experience, local ties and commitments to responsible development. Chairman Ryan Schwebach moved to approve the appointments; the roll call vote was Schwebach — Yes, McCall — Yes, Jaramillo — Yes.
Dr. Philip Terry‑Smith described his community involvement, noting service as chairman of the Local Emergency Planning Council and volunteer work with Emergency Response Partners. Dr. James Carl Stevens highlighted a long career in scientific research, saying his work led to more than 100 U.S. patents and continued advisory roles. The board approved both candidates, with commissioners indicating staff will continue recruitment efforts to restore ideal district balance if needed.
