Fairview Park advances emergency ordinances to regulate e‑bikes and scooters

Fairview Park councilors moved quickly on June 22 to adopt two changes to city code governing bicycles, motorized bicycles, mopeds and electric bicycles. Sergeant Matt McIntyre, who leads the police department's bike unit, told council the city has seen a recent jump in calls and accidents involving e-bikes and scooters. "Some of them were minor property damage or minor injury. We had one pretty serious injury, involving an e scooter, back in April or May," McIntyre said.
Law Director Devereux told council the administration's package mirrors state and federal activity (he cited pending House Bill 948) and aims to close local regulatory gaps: define e-bike classes (1/2/3), clarify where motor-engaged operation is permitted and require educational materials. Devereux cited hospital injury statistics referenced to pediatric and other studies and said the city wants to emphasize education and compliance before heavy-handed enforcement.
Council voted to advance Ordinance 26-41 and Ordinance 26-42 to second reading and emergency passage and to add a helmet requirement amendment for youth (the helmet amendment is covered in a separate article). The ordinances give police a local ordinance basis to stop and advise users and to cite unsafe behavior when necessary.
