City staff explained that ODOT is leading the project and that the city's role is limited to signing an agreement requested by ODOT to allow added features on the bridge parapet. "This project is an ODOT led project... we need to sign this agreement for them because we are doing letters of Fairview Park on the parapet of the bridge," said Megan Otter, assistant development director, explaining why the consent form was necessary. Staff told council they received the request about a week earlier and that ODOT needs the signed agreement by the end of July.
Council members asked about schedule and accessibility improvements; staff said bidding is expected in November with construction likely beginning in early next year or spring, and agreed to review construction plans to confirm curb and handicap details at a corner that was raised by a council member. With no further discussion, the clerk called the roll and the ordinance passed by recorded vote of the members present.
