The Peekskill Zoning Board of Appeals approved a parking-variance reapproval tied to a conversion project at 1004 Cortland Street.
Planner Liz summarized the application as a conversion of an interior contractor's garage and a 750-square-foot assembly space (for Alcoholics Anonymous) into a smaller retail/office area and a two-bedroom apartment on the ground floor, while retaining four apartments on the upper floors. Liz told the board the change would reduce the overall intensity of nonresidential use on the site.
Engineer Zach Costa Beal, speaking for the applicant, said the building previously accommodated about 13.7 cars and that the new parking calculation would be “13.41 cars,” with a planned addition of one on-street space by sealing an existing curb cut. The board discussed the five variance criteria (impact on neighborhood character, alternative means to achieve benefits, whether the variance is substantial, environmental impacts, and whether the difficulty was self-created) and agreed with staff that the conversion reduces intensity and is consistent with neighborhood use patterns.
The board first voted to accept the SEQR determination (negative declaration) and then moved to grant the requested parking variance; both motions carried on voice votes. There were no public speakers for this application.
