Stoppenhagen told council that only 60 grave sites remain in the cemetery; some previously sold plots could not be resold because families were unreachable or had not completed payments. The suspension follows the council's adoption of Resolution 60-2026, which authorized funding for a $600,000 cemetery expansion to address capacity constraints.
