Richfield council unanimously approves hiring of Andrew Regan as full-time police officer

"I am requesting the approval of Andrew Regan as a full-time police officer after the Chief reads his Bio," Mayor Wheeler said during his report. Police Chief Swanson confirmed the candidate "passed all departmental background requirements, as well as an in-depth assessment from an independent firm." The mayor said he will affirm Regan's oath of office at the meeting and that Regan's employment will begin Monday, July 27, 2026.
Regan is joining the department as a lateral transfer from the Greensburg, Kentucky Police Department after serving there two years and previously serving roughly three years with the Taylor County (Ky.) Sheriff's Office. The transcript notes he earned a Bachelor of Science in criminal justice and homeland security from Campbellsville University and graduated from West Lauderdale High School in Mississippi.
Council treated the hire as filling an existing vacancy left when Paul Fister retired; no new position was created. The motion to hire Regan was moved and seconded and passed on a unanimous roll call vote.
