The Richfield Village Council voted July 7 to authorize construction of an Eastwood barn for $43,000 without installing a concrete floor, a choice councilmembers said would avoid triggering assembly-use requirements and related accessibility and fire-safety upgrades. The motion (moved by Campbell, seconded by Smith) passed with five ayes and one abstention (Kruszynski).
Debate focused on bids and tradeoffs. Council reviewed outside bids of roughly $142,000, $137,000 and $349,000 before discussing an alternative to use Yoder Barns for an estimated $41,000–$44,000. Architect Scott Wallenhorst cautioned that adding a concrete floor could change the barn from a storage use to an assembly use and raise wheelchair-accessibility and occupancy-permit questions. Mayor Wheeler said the immediate goal was to "build the barn to give our equipment a place to live and figure the rest out later." Kruszynski raised concerns about rodents and urged planning for utilities and a floor drain; Kruszynski later abstained on the final vote.
Council did not adopt a plan to add restrooms or utilities at this time; some members said utilities and a concrete floor could be considered in a future phase if the village addresses accessibility and occupancy requirements and secures funding.
