Planning staff outlined a downtown payment‑in‑lieu (PIL) program to let developers meet required parking by paying into a city fund, using garages, or leasing spaces. Carol Sammel described a proposed one‑time fee of $15,000 per space for conversions and $30,000 per space for new construction, an annual maintenance fee of $200 per space, and a permit fee for residents.
"Our fee is proposed to be $15,000 a space for that's that's for conversion of non residential space in an existing building into a new residential unit, ... and then, 30,000, for space for construction of a new res a residential unit in a new building," Sammel said. Staff said funds would go into a special downtown fund dedicated to parking creation and maintenance and possible broader transportation or pedestrian improvements; use of the fund would require Council approval.
Council discussed permit management, possible requirements for on‑site minimums (60% on‑site, 40% in garages for larger projects), and variance routes for projects seeking waivers. Members asked staff to solicit developer feedback at the public hearing and refer the text to the Planning Commission; a public hearing will be scheduled in September.
