Council to advance structural garage repairs; lighting design scope to be refined

Planning staff brought forward two design engagements with WSP: structural repairs for both garages and a separate lighting design package. Carol Sammel (staff) said the structural design fee is estimated at $247,600 and the lighting design was presented with a not‑to‑exceed number of $92,200 for both garages as a maximum design fee.
Council members pushed for a clearer scope and asked staff to confirm prior work by Honeywell and to bring lighting testing and surface‑treatment options before committing to a large design fee. "The structural things, I think since we're ready to go ahead with that I think the 247,000 is the bare minimum structural improvements," Sammel said; she added the lighting package could be stepped back until the team provides a refined scope. Council agreed staff should return with a detailed lighting scope and refined estimates and authorized staff to prepare a structural‑repair resolution for the next meeting.
Members also discussed potential signage and cladding work to improve garage facades but asked staff to obtain additional pricing before moving those elements forward.
