Kevin Warmath of Keystone Consulting Engineers presented the Estates at Green Meadow preliminary plan on behalf of property owner Antonio Tavares, describing roughly 100 acres bisected by an unnamed tributary to Catasauqua Creek and a layout with two stormwater basins and 63 single‑family lots. Warmath said his team completed infiltration testing and “we're we're pleased with the results,” and that soils on the site are deep with no karst features evident.
Commissioners immediately flagged several policy and technical questions. Staff noted township specifications call for a 30‑foot curb section with on‑street parking on one side; commissioners debated whether sidewalks should be required now or deferred. The developer proposed designing sidewalks now and seeking a deferral for installation; one commissioner said designing sidewalks up‑front is important so “we know it can be done,” and others warned deferrals can leave homeowners and HOAs with large future costs. The commission also asked the developer to clarify riparian buffer mapping and how easements will be recorded for a meandering stream.
