Jordan Senecar, representing a proposed Enclave East subdivision, requested the council accept a fee-in-lieu of open space after determining the planned plat falls short of the city's 15% requirement by roughly 1.88 acres. Senecar said the buyout value was calculated by analogy to a recent city land purchase and proposed $63,000 for the shortfall; he said the developer was willing to negotiate timing and payment structure but preferred a single payment upon final plat approval.
City staff confirmed the open-space figure was holding the application and explained that, if the buyout is approved, the plat would proceed to the planning-and-zoning (PNZ) process for preliminary-plat review. The council moved and approved accepting the $63,000 payment upon final plat approval so the developer can advance the project.
