Council debates hiring Lalonde Baptiste for $1.3M implementation work on $20M Momentum package

Planning Director Carol Sammel told the council that Lalonde Baptiste LLC completed phase 1 work that helped secure the Momentum award and that moving to phase 2 would fund oversight, design, procurement and construction for five projects. She said the consultant estimated the phase-2 contract would not exceed $1.3 million and could run up to five years depending on project timelines.
Several council members asked for more detail about what phase 1 produced and requested that the projects be broken out so the council could approve work on individually prioritized projects rather than the entire package at once. One council member said he would vote against approving the consultant's full scope because he opposed adding an addition to the James Street garage and preferred focusing first on the Nelson Avenue garage. Staff responded that the bond and project packaging allow projects to be phased and that each project will return to the council for bidding and award approvals. "They successfully completed phase 1. We're moving on to phase 2," staff said, adding that detailed budgets and booklets on each project are available upon request.
