Planning Board hears Amazon warehouse proposal for Morgan Road; applicants asked to clarify SEQR and traffic findings

Acquest Development representative Patrick Sheedy presented a proposal for a 234,300-square-foot warehouse, about 42 feet tall, to be built on a 37-acre parcel subdivided from a 76.74-acre parent tract owned by P. Drescher Co. Inc. The plan shows two curb cuts on Morgan Road—one north entrance intended for employee parking and a south entrance for deliveries and bus drivers—and stormwater controls designed to meet New York State Department of Environmental Conservation (DEC) and Town of Clay standards.
Chairwoman Michelle Borton led a line-by-line review of the environmental assessment form (EAF). Borton asked explicitly whether drones would be used for the project; Sheedy replied "no." The board queried whether DEC or U.S. Army Corps approvals will be required, whether proposed work affects wetlands or surface water, and whether the EAF correctly characterizes traffic impacts after a traffic study. County review flagged continuing coordination with Onondaga County DOT on Morgan Road access, a requirement to submit the site's SWPPP for county review, and to confirm any NYS-regulated wetlands or Indiana bat habitat. Borton emphasized the town "does not do conditional approvals" and that any mitigation required by county or state agencies must appear on the project plans prior to local approval.
Planner Amber Dillon and Commissioner Brian Bender clarified that the project will be processed as a lot-line adjustment rather than creation of a new lot. With outstanding agency coordination and clarifications requested, Mr. Graves moved to adjourn Case #2026-058 to the August 12, 2026 meeting; the motion carried 7-0.
