Peekskill agencies to rebid kitchen-incubator general-contractor package after high bids

Staff told the Peekskill Industrial Development Agency on July 22 that bids opened for the city’s kitchen incubator produced reasonable equipment and cooler/freezer offers but general-contractor (GC) bids that exceed project estimates.
“the general contractor numbers that came in were outrageous,” Alan said, describing pre‑COVID estimates adjusted for inflation and explaining that even scope reductions would not bring GC bids down to acceptable levels. Staff and consultants reported three bid packages were opened—GC, kitchen equipment, and coolers/freezers—and recommended rejecting the GC bids and rebidding that package separately.
Board members discussed timing and outreach. Matthew said staff will repackage the GC scope with only minor non‑benefit changes to attract contractors and will notify EDA in the next quarterly report about the results and next steps. Members asked equipment vendors to hold quotes for 45–60 days to maintain pricing stability while the GC package is rebid.
The board reached consensus to proceed with rebidding and authorized limited staff work to repackage documents and expand contractor outreach. Staff said rebidding could be issued within about a week to 10 days but that coordination with EDA and additional outreach might stretch that timeline to a few weeks.
