Developers describe 600 MW solar and storage proposal, cite studies and mitigation plans

Caleb Cage (Arc Dome Strategies) and Russ Keane (Engie) provided an early briefing on the proposed Lonely Road Solar and Storage project. They said an SF299 pre-application was filed in 2024 and described a build plan for 600 MW of solar paired with 600 MW of battery energy storage, a 50-year operational life, and a two-year construction window requiring approximately 450 construction workers and about 12 permanent positions.
Keane outlined safety and fire-mitigation plans, including on-site water tanks and container shutdown procedures; he described a theoretical fire scenario where an affected battery container could burn for "8 to 12 hours," and said Engie planned to coordinate with local fire protection and to prepare a fire-mitigation plan. The presenters said interconnection and permitting are ongoing and that they expected to conduct range, wildlife, and cultural studies requested by federal agencies. Committee members urged the developers to engage with the county's Public Lands Policy Plan and to address water and grazing concerns.
