To address more intense, concentrated storms, staff described a strategy of oversizing catch basins and designing on-site detention so peak flows can be held temporarily and released slowly through existing pipes rather than immediately replacing long reaches of undersized pipeline — a less costly alternative to tens-of-millions-in-pipeline replacement. Daniel also highlighted a Moraga Avenue pedestrian-safety project largely funded by an Alameda County grant.
