Trustees approve special permit and lease reducing parking requirement for 10-unit Park View project

Mayor John Barton told the Board the village would provide off-site parking to support Bill Smith’s proposed 10-unit apartments at 188 Main Street, describing a plan to lease 15 spaces from a lot off Maple Street. "We will begin to lease those spaces to him at $30 per month per space," Mayor Barton said.
Attorney Bill Nikas explained the Board’s action was to grant a special permit that reduces the usual statutory requirement from two spaces per apartment to 1½ and waives the Village Code’s 300-foot rule for off-site parking. "What the Board is approving is a special permit. His request for the special permit allows the Board to reduce the statutory usual spaces of two parking spaces per apartment to 1 ½, and you are also waiving the 300-foot rule as outlined in the Village Code," Nikas said. The Board unanimously resolved to approve a lease agreement, to be drafted by Attorney Nikas, between the Village and Smith’s Park View Estates, LLC; payments will commence upon issuance of a Certificate of Occupancy.
Taylor Basford, the applicant’s attorney, provided a map showing the proposed 15 spaces aligned in the nearby parking lot and noted the parties agreed to locate the spaces behind the building on the south side of the lot. The Board recorded the lease approval as a formal motion (moved by Trustee Daniel Hogan, seconded by Trustee Jeffrey Gaulin) and voted unanimously. The resolution does not set a fixed lease term in the minutes; the transcript notes the applicant was seeking a minimum five-year term, and the lease will be drafted to reflect final terms.
