Richland board directs draft of revised campground local law with detailed site standards

The Town of Richland Board discussed and agreed on elements for a revised campground local law at its Feb. 18 special meeting. ZEO/CEO Jim Sprague provided sample laws from neighboring towns and the board asked him to consolidate the ideas into a draft local law to be reviewed at a later meeting. The minutes note that "The revised Campground law that was discussed during this meeting will be attached to these minutes."

The meeting materials appended to the minutes contain a proposed Section 532 with specific standards the board reviewed: travel trailer parks and campsites should be at least five acres (with NYSDEC review required for parcels of 10 acres or more); internal access drives at least 20 feet wide with a 150-foot turnaround for emergency vehicles; a minimum of two parking spaces per campsite; requirement that water, electric and sewer be provided at all sites; a buffer area of at least 25 feet abutting property lines; privacy screening at least six feet high; a minimum of one-half acre per campsite with a stated maximum of five campsites; and seasonal occupancy from April 1 to Nov. 15. Licensing provisions in the draft would require annual licenses expiring May 1 with inspections prior to renewal and procedures for revocation after a public hearing.
