Richland authorizes outside grant administrator for salt-shed project; permitting questions remain

The Town of Richland Board voted Feb. 18 to allow grant writer Kristy LaManche to administer the town’s salt-shed grant. Councilwoman Donna Gilson reported she had spoken with LaManche and forwarded the grant email to town staff; Councilwoman Sue Haynes moved to authorize LaManche to administer the grant and the motion passed on a unanimous roll-call vote.
ZEO/CEO Jim Sprague told the board the salt-shed matter already had an initial Planning Board review and SEQR was completed, but Mrs. Gilson said the site plan must go before the Planning Board again. Sprague said he will prepare the building permit/site-plan/zoning permit paperwork (at no charge). The board noted potential environmental permitting detail: the NYS Department of Environmental Conservation may require a thicker concrete pad (the minutes note a move from 6" to possibly 10"), which would be governed by DEC rules and could materially increase construction cost. Donna Gilson described the incoming contract as "very time sensitive," and the board asked staff and potential contractors to consult DEC standards as they prepare bids and site plans.
