Richland approves Sandy Creek water sale to Brennan's Bay and reviews water operations, pumping and rate changes

The Richland Town Board unanimously approved a motion to permit the Town of Sandy Creek to supply water to the Brennan's Bay campground and discussed system operations and outside-user rate adjustments.
Robert Mastro, representing Brennan's Bay, outlined the steps Brennan's Bay must take with the county and health department to receive water and asked that Sandy Creek be allowed to supply the park. "They have to go through the hoops with the County and the Health Department," Mastro said. Councilman Eric Pappa moved to allow Sandy Creek to supply Brennan's Bay; Councilwoman Sue Haynes seconded and the motion passed by unanimous roll-call.
Chief Water Operator Robert Hicks provided the written monthly water report: "The total water pumped for January 2026 was 8,114,100 gallons," an increase of 131,200 gallons from the prior year. Councilman Pappa explained recent outside-user rate adjustments: a verbal rate reduction with Orwell to $4.50 per 1,000 gallons was formalized last year and reduced revenue by about $3,102; the board raised Brennan's Beach's outside-user rate from $1.62 to $4.00 per 1,000 gallons, projecting annual revenue to rise from about $24,870 to $77,468. Pappa attributed prior rate pressures to past administrative spending and said the current Board is standardizing rates to correct discrepancies.
