Councilwoman Donna Gilson moved to approve the funding so long as highway spending does not exceed the CHIPS amount allowed without prior Board approval; Councilwoman Sue Haynes seconded the motion and a roll-call vote recorded all present as "AYE." The motion passed and the Form 284 will be signed.
The special meeting opened at 10:00 a.m. in the Grand Jury Room of the H. Douglas Barclay Courthouse in Pulaski. The Record states the purpose of the meeting was "to sign the Form 284 for spending Town Highway Funds (chips)." Supervisor Robert North and Highway Superintendent Kevin Balcom were involved in preparations tied to highway operations. The Board listed its next regular meeting for Feb. 10, 2026 at 6:00 p.m.
