Developer seeks road upgrade on town-owned Dry Bridge Road parcel; board flags legal limits on gifting land

At the meeting the Board heard a proposal relayed by Councilman Larry Atkinson from property owner Jeff Edick to upgrade an access road across town-owned property off Dry Bridge Road to allow development of several higher-value homes and to create tax-value and water-EDU benefits.
Councilman Atkinson said the proposal envisions improving an existing access so equipment and emergency vehicles could reach homes proposed at the rear of the parcel. Attorney Graham Seiter advised the Board that the key legal question is ownership and whether the Town can effectively transfer or dedicate town land for private-road construction. The Board asked Seiter to research relevant law before any decision; Councilmembers also raised estimated costs for bringing water service to the lots, with one member noting it could be costly for the developer to extend water lines to the parcels.
